Why GTA 6 Took Twelve Years: The GTA V Problem

The gap between Grand Theft Auto V and VI is the longest in the series by years. The reason is not that Rockstar slowed down — it is that GTA V never stopped selling.

Grand Theft Auto V arrived on September 17, 2013, and broke the industry over its knee. Day-one worldwide retail sell-through passed $800 million, per Take-Two's own filing. Three days later the company announced it had crossed $1 billion — at the time the fastest any entertainment property in any medium had reached the mark, films included. Guinness certified six world records for the launch.

That success is the whole explanation for the wait.

GTA Online launched on October 1, 2013, and turned a product into an income stream. GTA V was then re-released on PlayStation 4 and Xbox One in November 2014, on PC in April 2015, and again on PlayStation 5 and Xbox Series X|S in March 2022 — a third console generation for a single game. Each re-release restarted the sales cycle. By Take-Two's February 2022 results, GTA V had shipped more than 160 million units and was still a top seller in its ninth year.

Recurrent consumer spending — largely GTA Online and NBA 2K — had become the majority of Take-Two's net bookings. A publisher does not rush a sequel to a game that is still printing money and has no competitor in its category.

The other half of the answer is capacity. Rockstar's studio network was occupied by Red Dead Redemption 2 until its October 2018 launch, then by Red Dead Online. Serious work on the next Grand Theft Auto is generally dated to after that point, which makes the development timeline look far more ordinary than the twelve-year gap suggests.

One figure to treat carefully: the widely repeated "$265 million" GTA V development and marketing budget traces to a 2013 estimate in a Scottish newspaper. Neither Rockstar nor Take-Two has ever confirmed it. It circulates as fact and is not one.
